I have a 1997 25,:rolleyes: HP Mercury and only hits on bottom cylinder when idling, runs great at WOT. The idling jet is seated yet it still seems to be flooding. It doesn't appear that the float is too high since you cannot over-flow it by pumping the bulb. I rebuilt carb, put in new needle...
