Hey guys just picked up a new toy its a yamaha 4 hp, My questions are what year it is , air or water cooled, and the motor says it needs 100/1 oil/gas ratio is that right or should i go 50/1?

Hello all im new here. i have just picked up a new project, it lools like an early 50s evinrude fastwin 15hp. im trying to identify the year the plate says 15016-16851. I we told the motor was last running three year ago, is there a way to awaken these motor? All the help is greatly appreciated.
