    1990 force 5hp throttle/speed problem

    1990 force 5hp throttle problem.. I cant get it to rev up.. rebuilt the carb.. all linkage works good and its still doing the same thing.. my little 10 ft boat is barley putting on the water... anybody have any idea's on what can be wrong
