    115 carbs leaking when tilted up

    1983 evinrude 115 just rebuilt the carbs and motor seems to run well on the hose, no leaks and primer ball gets had with no leaking. when i tilted the motor up with out the intake cover on both carbs leaked fuel quite a bit. is this normal? seems like alot of fuel to me?
