I have just gotten a boat and yet to get it out on the water. It has a 100HP Evinrude and will blow the ignition fuse when a load is put on. Where do I begin to look for reason why?

How do you check the RPM on a Johnson 70HP when it doesn't have a distributor cap? My manual that came with the Dwell/tach meter only specifies connecting to a distributor. Also, what should my 1980 70HP Johnson be idling at?
My 1980 Johnson 70HP needs to spend some time at 1/2 throttle before I can kick it into full throttle. I have rebuilt the carbs but this did not seem to help this problem. Any other suggestions as to what else to check for?
