heres my prob, I have 2 manuals and one says to torque my head bolts to 30 ft. lbs the other says go to 40 ft. lbs. which one is correct my serial # is B129824 and its a 1986 150 xr2. any Ideas?

I have a 1986 150 Xr2 and just got done rebuilding water pump according to the manual, and after replacing everything from lower pump housing up my pressure seems abnormal, it holds at about 12 to 15 psi ay idle but when I increase RPM out on the water it surges to 20 and drops to 10 and so on...
