I have a 1972 evinrude 65 hp outboard that runs great out of water did a spark check did a compression test runs good but will not go any faster in the water than 1/4 throttle in drive any faster its like the motor floods out and Boggs down rebuilt carbs tuned to spec kinda new to working on...
