    83 Everude 75hp outboard..wont power up under load

    I have a 83 Evenrude 75hp outboard 3cyl. runs great out of the water..Wont go more than half speed under power in water..I have cleaned the high speed jets..Is there any thing else other than carb problems that can cause this
