    90s 175 hp not shifting into gear

    I replaced the water pump last year and have not used the boat since. Is it possible that I didn't connect the shift rod when I reassembled the lower unit. The cables are moving at the power head, so I don't believe it is a cable problem. If so, I can't believe I made that mistake, so amateurish.
