    No, it's not normal for that big a difference. Assuming you have an impeller that is in good shape and not over 3 or 4 years old, you may have an elbow or manifold plugging up.

    Could be cable or hydraulic. All you have to do is look at it. Does it have power steering? Look under the helm. Is there hoses or a large cable going to the transom? It's possible to have cable steering, but power assist.

    Gap in gimbal seals and mystery springs.

    The seal is supposed to seal on the ujoint shaft from the upper gear box that slides onto that shaft, not the splined shaft in the bellhousing. You didn't expect it to seal on those splines on the bellhousing shaft did you?
