After some years of gathering parts I have finally finished the swap. Here is the list of parts that was used.
Edelbrock 351w Intake
Holley 4160 Marine Carb (with J-tubes because someone will ask)
Petronix marine Distributor
Sierra Marine spark plug wires
Volvo Penta spark arrestor from a 5.8
Petronix flame thrower coil
Keeping the low-pressure fuel pump wired to fuel Sierra oil pressure switch. The high-pressure fuel reservoir (VST I believe) has been removed and bypassed as well as the high-pressure fuel pump. All EFI has been removed.
Now my issue is. I didn't have any power to the boat at all. I cleaned the contacts of the perko master switch and now I have power. Bilge, blower, lights, trim, etc. Installed new ignition switch. No crank still. Jumped solenoid in front of motor and can crank that way. Even bypassed the neutral safety switch in throttle control shifter. Still no crank from key. Ran a wire from the solenoid to the ignition switch the crank side of the switch finally cranks with key. I am trying to fire this boat up for the first time in 3 years. Did the EFI control everything so when I bypassed I have to run new wires the ignition switch. There has to be some OMC-COBRA-Volvo Penta gurus out there that can help me. I appreciate all the help.
