This is a motor that I got at a flea market that I have been tinkering with.I rebuilt carb and added a new impeller.i have had it 2 or 3 years .It has not been run .The compression cold is 90 on the bottom cylinder and 100 on the top .Is this ok.I assume it will go up warm and I'm not sure if my compression tester is calibrated. Also when you tighten the recoil start it will lock it down all parts appear to be in place What will cause this.I do have the manuel for this motor

Those will run with slightly lower compression. Those big recoil gears are tough to pull. Not sure whether yours is wrong without pictures but when I get an old 9.9 or 15 I pull the rope out as far as I can and spray a 1/2 can of wd40 in there. Then crank it a bunch of times. Always works way better.

Does fuel shoot out when you pull it over indicating a good fuel pump?
(Fuel line at carb)

Also, did you do the wd-40 trick?

I tried the wd 40 trick according to a t mike vidieo wd40 3 pulls carb cleaner 3 pulls.3 times .Sprayed wd 40 in carb and it ran for a couple of seconds then nothing. If nothing is sprayed in the carb it does nothing. If the pump is spraying at the carb when you pump the bulb and you hook it back up and the bulb gets tight shouldn't this at least be enough gas to start it.A marine mechanic went threw the carb and said he didn't think that was the issue but apparently it's not getting fuel for some reason

1--Choke knob is installed upside down ??----2---Remove sparkplugs.----Put 6 drops of fuel in each hole.----Install sparkplugs.----Try and start it.-----Report the EXACT results of this test.

The wd-40 goes in where the rope goes. Grab the rope handle, pull out the rope and squirt it in the hole. Fill that sucker then work it in and out.

Get full of crap and you can't pull it over fast enough.

Big arm motor!

Starting fluid starts it without as much effort but is bad for the motor.

Do a spark GAP test. Your looking for 3/8 or better. Might have weak coils.
