1974-75 Evinrude 70hp Hustler from the Triumph series Cranks, but doesn't catch fully to spark or start.

I've been working on this engine since September, replaced a lot of older parts on it and even the stator only for me to think the problem is back in the throttle body with the ignition switch. There's just not a lot of information on these engines to do my own research into them. Also, when pumping fuel it just gushes out the front of the fuel filter, is that normal or will I need to replace that? I had to replace the intake cause it was clogged with dirt

I'm by no means a mechanic of any level, but I'm managing with basic knowledge and a SELOC manual.

I'll get a picture of it next I try to push fuel through it, but as for the compression numbers, I can't remember the exact numbers from the test ran a few weeks ago but each cylinder was within spec

Probably not the fuel filter, it's the overflow from a flooding situation but pictures will prove. Get an OEM service manual....

Intake was full of dirt? Explain more please.

The part that connects the hose to the tank on the outboard had to be replaced, as did the fuel line running to the filter because it had some dirt in one side of that. The part of the small hose connected to the filter was clean
