If by 80psi air you mean compression, that sounds a bit on the low side. Some ideas:
- Put a shot of oil into each spark plug hole then try again. If the cylinders are dry, the oil will increase compression and might do the trick. Hopefully nothing rusted from sitting.
- If you've got fuel coming out the intake, then there's reasonable odds it's flooded. Open the throttle next time you try to start it, just be ready to pull back the moment it fires.
- If that fails, give it a shot of starting fluid. If it runs for a short time on what you spray in then stalls, then you have a fueling problem. If it won't run at all with starting fluid, then you've likely got a mechanical or spark problem. Your picture appears to show a good spark, so in that case I would start looking at mechanical.
