Why would a motor run fine on muffs but bogs down in the water. Choke it and it runs faster but still only 1/3 of the power if that. New harness, plugs, fuel, rebuilt carb twice, power pack replaced also. It runs for 2-3 seconds sounding great and reves up but bogs down after that. Almost...
