    88 johnson 150 wont trim down

    I have this motor on a stand in my garage. It was pulled off the boat 1 month ago and it trimmed up and down just fine. When the motor was pulled it was not trimmed down all the way. Now I need to get the motor lowered so I can work on it. I released the manual bypass valve and nothing happened...

    Heres what Ive noticed and done so far. The motor is a 1988 Johnson w/a 98 powerhead w/630 hrs. It starts fine, idles fine, and runs good except for every once and a while it coughs.
