My boat won't start and I found gas leaking from the black rubber boot on my carb. It appears to have split in half. Please see attached picture. Can someone tell me what this part is called so I can order a new one? Thank you in advance for any assistance you may provide.

I have a 2004 Mercury Big Foot 25 HP 4 stroke motor that won't turn over. When I try to pump the primer ball it gets as hard as a rock. In the past it was hard but I don't remember it being this hard. Any way, we thought it was the fuel pump so we replaced the fuel pump assembly...
