Just got a quote to replace the lower shift cable in my 165 merc. I/O. Is $1500.00 (CDN) a resonable price or am I in the wrong buisness and should become a marine mechanic?

I have had a 1973 Crestliner with a 165 mercrusier with a pre Alpha OD given to me and am in the process of fixing a mulitude of issues. I could use some help with the following problems;
1:Quite a bit of water leakage from below manifold ?
2:Wetness around 2nd from rear spark plug...
Suspected problem for no trim up was the soleniod as suggested on this forum. Replaced soleniod and still no trim up. I can raise the out drive (Merc) by jumping across the 2 main terminals. Next thoughts please.
