I plan to follow these instructions to adjust the carbs on my 1989 Evinrude 70hp motor. I had the carbs cleaned and rebuilt, but he wasn't able to put it in the water (only on muffs) and now once it is in the water it doesn't want to idle smoothly and hiccups itself to the point of stalling...
