I am looking for some advice on this one. I have two motors with issues that I need to address, in order to make ONE complete engine. This is for personal use and needs to last.

Good: All new electronics
Bad: lost a big end bearing on one cylinder since...
Just repowered with this 115hp Evinrude which after a few weeks of use had a non-start issue. Turns out there is a small nipple on top of the block on the starboard side that is shooting water out of it. It ended up shorting out the 20amp fuse in the holder.
Anyone know why this nipple is here...

I just went through the carbs, fuel pump and did a compression test. 120PSI on all cylinders and one stuck needle on the bottom carb (fixed now).
