Our 2002 Mercury port engine outboard, EFI, starts ok but we cant get it above 1200-1400 RPM. We can get it to rev up to 4000 RPM's but promptly drops back to 1200. No problem with the similar starboard engine. Have tried new fuel, new fuel filters, changed the plugs, and installed a new fuel...
