    How do I get the Lower Unit off????

    I've got a Merc 9.9, I believe in the 94 - 99 year model range, with tiller shift. I'm trying to drop the lower unit off. I've loosened the 3 bolts and the foot drops about 2 inches then stops. What else do I need to disconnect for it to drop out the rest of the way? I don't want to force it...
