    1996 40hp evinrude. new power pack new coil, new wires and plugs.when i pull the plug wire off on the top cyl it drop a little in speed when i pull the bottom cyl it stall out. comp. 130 on bottom cyl and 127 on top cyl.     can not get 19 degree on 1996 40 eveinrude

    the most i get is 16 degree @ 5000 rpms i can not get any more out of the timing rod . thetiming should be 19 degrees. the engine is slow getting to top rpm.

    Timing will not go pass 16 degrees at 5000rpms should be 19 degrees. Is this a bad power pack. Can not adjust any more than 16 degrees.
