    2000 evinrude 115 ficht starts without cooling water, but wont with water on!?

    Hi, my 2000 evinrude 115 ficht was cranking but wouldn't start. While checking, discovered by accident that it will start with water off. After turning water back on runs little bit and shuts off again??? Thanks for any help.
