So I bought a boat with an Evinrude 200 xp 1988 model sitting on it. I took her out on her first test run and noticed I couldn't get her over 3200 RPM trimmed out at WOT. The previous owner had replaced the VRO pump with an electric pump without a regulator and left the old VRO pump hooked up...
