My 2004 hpdi 150 runs great at idle-3/4 throttle but after 3/4 throttle it revs and bogs revs and bogs check the video. Any ideas whats wrong? All filters have been changed

2004 150 hpdi will rev and do everything right on land but in water only idles and if gas is given it bogs down. Have new fuel lines and fuel filter. Motor ran perfect last weekend went and took it out yesterday and wont rev thanks.
Had my 150 running with muffs on and the alarm started to buzz after 2 minutes running. Noticed low amount of water coming out so I cleaned the port and plenty of water comes out now. Alarm is still buzzing though. Both oil tanks are full. Any thoughts?

Just bought the motor, i know everything worked on it. Wired it up on my boat and this is what happens. Turn key to on position fuel and oil pumps run, tilt and trim on motor works, but when you turn key to engage starter nothing happens. No corrosion or bad fuses that i can find.
