have 86' Renken w/140hp sterndrive non cobra. when i bought boat the tilt functioned, after sitting for a month would not raise, changed solenoid x 2, still just clicking, changed the tilt motor (it was trash) now you can hear it spinning freely, took off the tilt gear and clutch assembly...
