We have a "custom made Boston Whaler replica" swamp fishing boat with an 1990 2-stroke Evinrude 70HP.
Its been pretty hard to start since we got the boat, it helps a lot to start it with the throttle at least half open.
I have been doing this manually with my hand moving the carbs levers...
