I have 1984 100hp Evinrude. It runs pretty good in the driveway. When i take it out in the water, it idles fine. I throw the throttle down and it takes off and gradually raises rpms, then after 20 seconds it drops down to about 2,000rpms and is barley moving. If i let it go like that for 10 more...
