1992 15 hp Johnson
I can't get the idle very low and can't run engine without the choke closed about 1/3.
I have cleaned the carb by soaking over night in cleaner and used a kit to reinstall. Carb is spotless.
I notice upon reinstallation that the top carb cover does not appear to seat...
