    Did storing motor horizontally hurt it?

    I have a 12' riveted boat rated for 18hp i mostly run a 15hp but after this winter i cant get it running. I also have a 25hp that i run once in a while. It gets me home faster then the 15 when the weather changes and Im way out on the river. What will the law say and can they do anything...
