runs out of water but not in water?

Found an ad for an ESKA 1.5 hp and in the description it says it runs out of water but wont run when prop is submerged? Any clue as to what this could be before I buy? Any help greatly appreciated. Thanks

Common problem.<br /><br />If the idle is set up without the back pressure of water on the exhaust the engine wont even start when the back pressure is present.<br /><br />Do a tune-up according to the Repair Manual and you should be okay.<br /><br />Good luck.
