9.9 evinrude stator plate movement

The stator plate on my 1990 9.9 evinrude does not move all the back home after the throttle is advanced then slowed down all the way. I can move the plate with my hand on back about a 1/2-3/4 inch further once it stops, but it never seems to move all the way back on it's own. Is that normal. I have extensively cleaned the carb and installed a new kit, but it still won't idle unless the choke is 3/4 closed, wondering if the two are related. Thanks for the information.<br />Knob

Hi Knobby....<br /><br />Did ya' blow carb cleaner through the idle passage from the bowl to the top of the carb? The passage is really small and can plug real easy. No idle on yer 9.9 means a fuel problem, 99% of the time. Did you set the idle screw? Run it in till it's lightly seated and turn out 2 to 2 1/2 turns and try it agin. If she idles, your in business. Warm it up and adjust the idle screw for best idle in gear.

Thanks Jim,<br />I'll pull the carb and make sure everything is blown clear. What about the play in the plate? Is that normal?
