91 evinrude 225 missing

Engine runs fine above 3000 rpm but below that it shakes and sputters had new fuel in the boat and have a fuel water separator installed. Engine was running at 5500 rpm for over an hour and sounded great but when I would come down off plane it would do this. Any suggestions? Where should I start?

How do the plugs look? Was the motor stored for any length of time? Could be low speed circuits in the carb(s) are gummed up.

motor is run regular and the plugs look ok. I donot know the last time the carbs were overhauled.
