evinrude 9.9 lost power while running

I put my boat in the water for the first time this year and it ran great for about 20 minutes and then sputtered a few times and went to about 1/4 power. when i put it in neutral the motor will power all the way up but when i put it in gear it only has 1/4 power. could this be bad gas?

i cant remember, could be as much as a year now that i think about it. its an evinrude 9.9 model 104245. dont know the year

When was the last time that you changed the impeller in the water pump? Could be overheating. I had this problem with my 9.9.
