Engine will idle just fine but thats it

Hi guys, thanks in advance for any help.
I have 2 new evinrude 2010 60 hp outboard engines. I installed them about a month ago and just got to go test them last week. One of the engines works great, the other one will start right up. When I try and either put it in to gear or just apply throttle in neutral the engine bogs down like its being choked.
I messed around with the fuel and and filters and all appears to be fine there. These models you don't premix your oil and fuel so I am not sure if it has something to do with a sensor that may be bad or what.

2010 Engines off a classified with engine trouble? I'm confused.

Anyways, sounds like a carb issue... has the compression been checked? Sounds 'fishy'.

Actually they might be 2009 model, the guy who sold them to me said 2010 but the insurance survey said 2009. Both engines were still in the crates un-opened as well as all the cables.
I have not checked the compression but it sounds just like the other engine when in idle.

Is there such a thing as stuck in Winterize mode and how would I double check that.
Also I am using the I-Command gauges, can any information be gleaned from using those as to what the issue is?

Post some model #'s. They sound like E-tecs to me One question. Is the throttle advancing the linkage correcty and is the tps moving?

pretty sure the motor isnt carbureted, pretty sure not 1 model in 2009 has a carburetor

The linkages does advance the throttle properly, I looked on both engines and the cabling looks exactly the same. The starboard engine that is having trouble is difficult to shift into gear, not sure if that has anything to do with it or not.
