Mercruiser 140 won't tilt

Hello I recently obtained a 1988 citation withe a mercrusier 140 in it. The boat was sitting for a while. The engine fires up fine but when I try to use the tilt it will not go down or up. When I hit the tilt switch up or down I hear a click like a solenoid going off but no movement. When I hit the trim nothing at all.

Any ideas??? This is my first boat and don't know much about working on them.

How's the wiring from the solenoids to the pump itself?

Check the fluid level. May be leaking and too low to move the drive.
