Carb fuel leak

I have a 90's 25 HP Johnson outboard with electric start, non-tiller that I just purchased with the following issue. I took it out for the first time and it ran great. After the outing I did not remove the fuel line from the 6 gallon tank (new gas mixed 50:1 not sure if that is right, but safe bet) and after it sat overnight I noticed that fuel had been pouring out of the carb down into the boat. Is this normal or has a seal failed in the carb? I have not had a smaller outboard do this and have not removed the fuel lines on those in past years. Then we took it out and it was very hard to start this time and did not run that great unless we were above an idle, hence my apprehension as to something breaking in the carb. Any help would be great, thanks in advance.

Sounds like the needle valve in the carb is not shutting off, stopping the gas as the carb fills up.

Are you suggesting a small rebuild, or at least a remove and clean to check the float, needle and seat?
