Mercruiser I/0 alpha 1 1986 loos of power (Speed)

I change my lower and upper (Serial#OC559827) after the last lower unit ran out of oil and seized in June 2009. Almost everything is running well except I can't get over the 1200 RPM while running in the water. With no propeller, it can go over 3500 RPM. Tried several proppellers sizes and pithches with minimal change. Where would this loss of power come from? Thanks

Could be a ton of things not realted to the stern drive.

Don't think its an outdrive problem, sounds like its an engine not running right. Way to little info BTW.

sounds like a "fuel delivery" issue. Check the carb, prolly needs an adjustment, cleaning and or rebuild (gaskets, seals and stuff)
