'68 9.5 HP Johnson Lower Unit

I am trying to change the impeller. The lower unit drops about 3/4 of an inch, enough to loosen one of the screws inside, but I cannot get it down far enough to loosen the top screw. Any suggestions?

Only need to loosen one then, remove the screw completely. A little pressure should drop it.
