1961 Johnson Seahorse won't start

My 1961 5.5hp Johnson Seahorse won't turn over. I changed the park plugs got new fuel and checked the coils. Any other ideas?

Have you actually checked the sparks, preferably with a spark tester, even an improvised one.

yes, i checked for sparks. The motor didn't come with a manual.
