1994 Evinrude 15hp E15EERE 1 cyl no fire.

I have one cylinder not firing on my 15hp evinrude. Ohm ck the dual coil which tested bad on one side. replaced the coil and still have the same problem. The new coil tests ok. Should I replace the powerpack or can that be tested, or should I pull the flywheel?

swap plug wires on the coil, and plug, could just be bad wire.
