83 Johnson 25hp won't idle and can't keep bulb primed

I have an 83 Johnson 25hp that won't idle and I can't keep the bulb primed.
It will idle for a min or so then rev-up and cough/sneeze and die. I can squeeze the bulb a couple of times while it is doing so and it will idle a couple more minutes. It tops out great! It will run fine in a barrel IN or OUT of gear. Also I can run other motors on that boat with the same tank and hose with no problem. The carb has been rebuilt and fuel lines are new.
I like to troll so of course that isn't working out for me.
I assume fuel pump???

Does it keep running if you squeeze the bulb?

The sneeze is a lean idle sneeze.

Possible bad fuel pump?

well once the motor starts, and the fuel pump takes over, it pulls fuel thru, the bulb, so it will be soft. is vent open on tank? is carb float properly adjusted? did you clear the pick up tube, center of carb, did you remove and clean the high speed jet? did you replace the rubber seal/washer on the low speed jet?

Yes it will idle for a short while after squeezing the bulb. Then rev up and puke.

Carb was rebuilt by a reputable boat shop so I assume float was adjusted and seals were replaced
I did clean out pick up tube last time I ran it.
But why would it run fine in gear in a tank but not on boat???

I have since rebuilt the fuel-pump and it seems to be running good. I let it idle in gear in a barrel for an hour or so last night with the occasional stall which would be expected. It would start back up first pull and run fine. Went out this morning and it started first pull. I'm gonna try it out on the lake this weekend.
