there should be a release valve on the lower right side,if i remember correctly it is a flat blade srew driver type.look a couple of inches above the 5 or 6 tilt pin holes you will see it ,it is recessed.
it is suppose to be torqued to 40, so it will be really hard to open. the tilt motor wires should have a bullet connector, near the tilt control box, disconnect and jump power to the wires, if the tilt works, the problem is either a solenoid, or switch.
