2001 Johnson 30 hp. Pumps fine in a bucket or on the water.
Took it out for six hours the other day and no issues at all.
I put the ears on and nothing. I even tried covering the two small
holes above the water inlet with duck tape like it says in the manual. Didn't help.

Any help would be appreciated.

Same mine won't pee unless it's in the water, muffs do nothing. Drop it in the water and turn the key and water comes out. I've read that this means the pump isnt strong enough or positioned/designed properly to pulll it up that far to prime its self if the motor isn't submerged in water deep enough to make it happen.
Not a mechanic, just an observation.

If are running in saltwater you need to flush so use a trashcan without holes and fill with water.

I use a plastic 55 gallon drum that I cut the top off of and installed a drain plug in. You may even be able to get a rubbermail type container to work but a trashcan is just fine.

The water pump is not getting enough suction of the water so not pulling any up, lots of motors have that problem.

Yeah, I have been using a trash can. Its just a hassle and a big waste of water.

I agree, that is why I only empty my barrel every so often and I soak the oil off the top of the water.

sounds like you need a new impeller or better water pressure at your house
