carb inside diameter

so far i have found out my evinrude is between a 15 HP and a 25HP 1986 to 1987. the inside carb diameter is around 1.25" round. What HP is most likely to be the size of my motor? The data plate is missing and the number on the freeze plug is H0199997. Oh , and it was made in hong kong. Is that any better?

Post a pic of the engine cover , the 15 and 25 are way different.
