1991 40Hp 4 cyclinder tiller merc, t/t problem?

Its a 1991 Mercury 4 cyclinder 40 HP tiller motor. The tilt and trim worked flawlessly, then the pump motor needed replaced. Installed the new one, loosened up the manual relief valve, raised motor all the way, put hydraulic fluid in till it was coming out the fill hole, plugged it, screwed back in the manual relief valve, pressed down and held for 20 or so seconds (mechanic said they self bleed air out) and it lowered after that much time, then I went to raise it and it wouldnt move. Now it wont go up or down regaurdless, has the correct amount of fluid in it, but even with the valve closed there is about 6 inches of play in the stroke. I can raise or lower it with no resistance for almost 6 inches, leading me to believe its air locked. Can someone please help me with this? Needing this boat badly every day for next two weeks.

Also what is the correct fluid to put in this system? Which oil?
