Fuel problem with '93 OceanPro

I'm working on a '93 200 OceanPro (E200TXETF) and having a little difficulty. The owner said he tried to take it out, but it bogged down when he gave it throttle and eventually died. I could keep it running by pumping the primer bulb, so I know it is a fuel issue. The fuel lines and primer bulb didn't look that great, so I replaced them all the way to the tank. I found that when I take the antisiphon valve out, the boat runs fine. Thought that was my problem, so I got a new one, but still the same problem. Could my problem be that the fuel pump is getting weak and does not have enough vacuum to pull fuel past the antisiphon valve? I pulled the pump apart and the diaphragms look okay. There are no tears or holes and they're not stiff. I've even pulled the check valve on the block for the pulse line and it seems fine. I've heard the rebuild kits are a waste of money and I just wanna make sure I'm heading in the right direction before the guy pays $400 for a new pump. Any advice would be greatly appreciated.

Is the bulb the correct way around ?? Are all the lines leak free ?? air intrusion will cause chaos. You can check the pump output by pulling the hose between the pump and the carbs and cranking it (either on the muffs or in the water to save the impeller) into a container.

Strong regular spurts of fuel = Fuel pumping O.K.
Strong spurts to begin with and tapering off = Fuel pump beginning to fail.
Weak spurts, trickling or nothing = fuel pump has failed.
This is assuming that the lines are good.
Have you serviced the carbs at all yet ??

are you using 3/8 fuel line? low compression or failing spark could cause the problem, also dirty high speed jets. anti siphon valves have been know to cause problems, also.

Some of the larger motors overtax even a new pump when they have more than one fuel filter or the wrong type of fuel filter.

All the fuel lines have been replaced with new 3/8" hose and there's a new primer bulb in there as well. Compression and spark are good. If I take the antisiphon valve off the tank and put in a regular barbed fitting the engine runs great and I get nice strong spurts of fuel from the discharge on the pump. Put a new antisiphon valve on the tank and the engine starts bogging down after a minute or so. Will a fuel pressure guage on the discharge side of the pump tell me if it's bad or not?

There are too many types and brands of anti-siphon valve to guess at the possibilities, but the test of the valve is standard. Also, the anti-siphon valve is not required if all of the fuel lines are mounted higher than the tank.

If you think the pump may be the problem, run it on a portable tank and separate line to eliminate possible supply problems before the pump.

Sounds like the anti siphon could be anti siphoning in the wrong direction.
Just a thought.
