DT 40 Throttle linkage

Motor runs fine but wont get the boat up on plane. If I move the linkage on the carb it revs to full throttle. But when in gear I can't get it to throttle up. I am guessing it is the throttle linkage, but don't know where to start. I think the motor is a late 80's. The boat was given to me after being swamped for a week or so. The bilge and most of the boat were under water but the motor did not go under. Any help is appreciated, look forward to being part of the forum and giving what limited advice I know. Thanks.

Not enough information on the motor and controls to give an answer or advice.
Is this thing tiller or remote control?
Does any of the cables or linkage move when trying to move the throttle?

When you say it revs to full throttle when u manually push the lever at the carbs are you running on the water or sitting in the driveway? The motor needs to be under a load. When you open up to full throttle at the controls the throttle lever at the carbs isn't fully opened?
