With a voltage tester, turn the motor over as if you were starting it, while it's turning over test the connections. Most of the connections are little plugs and you can get the needle down in them to test it. See what is getting power and whats not letting it go to the next component. Where the power stops is your faulty part. Just don't turn the starter too long to keep from burning it up (3 to 5 second burst). If it's a pull start, remove the plugs so the compressions don't kill your arm.
